Günther H. Oettinger, European Commissioner for the Digital Economy and Society, visited Kyiv on July 25-26. He and the Ukrainian Prime Minister Volodymyr Groysman spoke at a high-level policy event in Kyiv which explored the challenges and opportunities that the European Union’s Digital Single Market (DSM) represents for Ukraine.
It is just 60 kilometres from Kharkiv to the Russian border, and nearly a thousand kilometres to the nearest EU border. The geopolitical preferences of local citizens are undoubtedly influenced by this reality, just as the foreign trade preferences of local businesses are. Despite these geographic facts, Ukraine’s current situation demands that these preferences change.
