For the first time the Antimonopoly Committee of Ukraine (AMCU) has adopted clear rules for calculating fines. It also simplified the procedure for obtaining permission for mergers and acquisitions of companies, increased the financial threshold, above which businesses should apply to the AMCU for permission. This allowed to investigate more economically and socially important cases. Experts from the German and Lithuanian competition authorities consulted the Antimonopoly Committee on improving its work and aligning Ukrainian competition law with EU standards under the EU Twinning project. A report on independent audit of Ukraine’s research and innovation system was presented in Kyiv two years ago. The audit, requested by the Ministry of Education and Science of Ukraine, was performed by European experts using instruments of political support provided by Horizon 2020 program. The report contained 30 recommendations for the Ukrainian government and scientific community. Today, it seems prudent to recall these recommendations and make a brief analysis of what has been done over the past 24 months to fulfill these recommendations and what still needs to be done in the nearest future.
The adherents of deinstitutionalization ideas – international organizations, politicians, public and religious leaders, human rights activists, volunteers, artistes, former pupils of these institutions and their close ones – cite numerous proofs in favor of abolishing institutional care. We see the Sumy region actively implementing new forms of working with orphans and children deprived of parental care. This year, the patronage family program is being actively implemented, and we have numerous examples of families responding to children’s problems.
A court judgment is worth nothing if it can’t be enforced. No matter how many lawsuits a person wins, without an efficient enforcement service it won’t be carried out. And Ukraine is among the leaders in terms of unenforced court judgments. So, after judicial reform went underway, the Justice Ministry began reforming the enforcement service by enlisting private enforcers.
OTP Leasing and the European Bank for Reconstruction and Development (EBRD) have launched the joint program “EU4Business-EBRD Line of Credit”. The grant assistance amounts to 10% of the financing amount.
